Behind the Scenes of Security Sector Reform: The Relationship Between the Donor Agenda and Local Ownership

Abstract

This research concerns the strained relationship between the donor-driven agenda and local ownership in Security Sector Reform. Donors push their own reform agenda which limits the origination of local ownership in the reforming country. This relationship is examined with help of the reform-program in Afghanistan.
