This thesis looks at how American sought to influence Iraq over the 1983-1993 years through its foreign financial policy.
Four periods are looked at:
1983-1988: The US helped Iraq financially during the Iran-Iraq War
1988-1990: The US tried using loans to moderate Saddam's behaviour and prevent him from starting another war
1990-1991: The US imposed sanctions on Iraq to coerce the country into retreat
1991-1993: The US continued sanctions to prevent Iraq from rebuilding
