This biographical study aims to follow ingenieur and business man Pieter Schelte Heerema during WW II, and seeks to understand his motives for joining pro-German organisations such as the Nederlandse SS (Dutch SS) and the Waffen SS. After the war he is found guilty of committing a political crime (joining these organisations), but no sentence is passed on his economical collaboration, as second director of the NOC, a Dutch cooperative institution for economical development of Eastern Europe-which was to be 'germinised' (Germanisering). The NOC plays a major part in this study, trying, by looking at Heerema's role, to get to an understanding of the workings of this institution.
