This thesis looks at that environment by analysing the Bush Administration's securitisation of the maritime domain after 9/11. It traces how the United States’ initial securitisation of this domain led to the implementation of multiple security measures and argues that the United States adopted a layered response. Furthermore, this thesis demonstrates how these security measures were formalised into a long-term framework that, over time, became institutionalised
