dc.description.abstract | In recent years, the Dutch government has increasingly incorporated a broad welfare perspective in national welfare assessment and policymaking. This development has also influenced the project appraisal method of Cost-Benefit Analysis (CBA). In 2022, the Netherlands Bureau for Economic Policy Analysis (CPB) introduced an addition to the general CBA guidelines, providing recommendations on how to better implement a broad welfare perspective in CBAs. This paper reviews the implementation of a broad welfare perspective in the Dutch CBA practice, determining which elements of broad welfare were already integrated before the addition to the guidelines, and which were improved upon or introduced after the addition. Applying a set of benchmarks, a comparative analysis is performed using 3 CBAs, one published before the general guidelines, one published after the general guidelines, and one published after the broad welfare addition, this paper finds that the implementation of broad welfare elements has improved after the release of the broad welfare addition to the guidelines. Lastly, as a proof of concept another CBA is reviewed according to the benchmarks to critically review the incorporation of a broad welfare perspective and give recommendations on how this can be improved upon. | |
