dc.description.abstractAs the climate changes, certain climate effects may provide risk and impact on urban populations. Current climate effects may provide more risk and impact, or new climate effects may emerge to do so. Urban climate resilience may be used to create measures that reduce risk and impact of climate effects through resilience building strategies. City-to-city learning is currently not utilized effectively to increase urban climate resilience, as a focus lies mostly on knowledge sharing and not on implementation. This research uses a resilience framework to assess the state of urban climate resilience in Amsterdam, Barcelona and Budapest. The assessment of these cities provides strengths in urban climate resilience through their usage of certain resilience building strategies. Amsterdam uses models to predict changes to climate effects, and routinely improves on existing resilience. Barcelona uses protocols to provide citizens with action plans in case of adverse events, builds climate shelters to reduce impact of adverse events, and creates monitoring indications to monitor the effectiveness of resilience. Budapest created a campaign to improve public awareness, collects data on high-risk situations and created policies to strengthen fire fighting. These strategies are used to provide recommendations for other urban areas in building resilience to become resilient to current and emerging climate effects. The strategies recommended by this research are: preparing resilience ahead of time, creating a system of routinely improving resilience, using spatial planning to create infrastructure and buffer zones to reduce climate impact, public awareness to create action plans for people to reduce impact and risk of climate effects and power distribution, to diffuse decision-making power in resilience building through a variety of actors. The recommendations are made to be widely applicable, as to improve resilience in context-diverse urban areas. This research contributes to literature by providing a method of using an assessment framework to create recommendations for resilience building strategies based on city’s current resilience, which may be used in city-to-city learning to create resilience in other urban areas.
