dc.description.abstractThis research focuses on the comparison of the quality of the Command & Control and the Network Enabled Capability structure in the disaster management organization in the Netherlands. With the NEC structure being implemented in the disaster management context in the Netherlands the question is whether it is an improvement to the disaster management response organization. Several structural dilemmas are presented that are typical for the disaster management context and influence the quality of the response. The structures are researched with several methods, including interviews, observations, social network analysis and a survey. The quality of disaster management is assessed through the cognition, communication, coordination and control. In this research master thesis the dilemmas in disaster management are faced and a grounded judgment is made for the identification of the structure that improves the quality of the disaster response organization.
