dc.description.abstract | The main question adressed in this thesis is: how does access to documents of the European Commission influence the political behavior of stakeholders? This question is answered in a explorating way by first mapping and then analysing the access facilities of the European Commission. A casestudy has also been conducted by interviewing stakeholders on their document use and their political behavior on the service directive. The main conclusion of this research is that certain stakeholders, which can be named insiders, have more opportunities to access documents and exert political behavior because of their relation with the European Commission. | |
