In gemeente X is een kwaliteitsonderzoek gedaan naar de aanpak van risicojongeren uit problematische jeugdgroepen door het gemeentelijk netwerk. Hierbij is gekeken naar de volgende kenmerken: samenwerking, inhoud van de aanpak, invloed van verschuiving verantwoordelijkheid en reactiekans. Bij dit onderzoek is gebruik gemaakt van semigestructureerde interviews uitgevoerd met zes participanten uit drie organisaties uit het gemeentelijk netwerk: de gemeente, de politie en de straatcoaches. Daarnaast is een analyse uitgevoerd over drie secundaire bronnen verkregen van het internet en de participanten. Uit dit onderzoek blijkt dat iedere vier weken een overleg plaatsvindt tussen teams van verschillende actoren binnen het netwerk om de samenwerking in stand te houden. Sinds afgelopen jaar wordt gebruik gemaakt van een nieuwe methodiek om problematische jeugdgroepen en hun karakteristieken in kaart te brengen: de groepsscan. Na het opstellen van deze groepsscan wordt in het overleg gesproken over een jeugdgroep, waarna de driehoek een aanpak opstelt. Binnen deze aanpak wordt gebruik gemaakt van de meersporenaanpak die verschillende maatregelen bevat: de groepsgerichte-, persoonsgerichte- en domeingerichte maatregel. De gemeente heeft tegenwoordig de verantwoordelijkheid over alle jeugdzaken en dus ook de jeugdgroepen. Het netwerk is zich bewust van deze verschuiving van verantwoordelijkheid. De gemeente is echter nog niet altijd de hoofdsignaleerder en niet alle actoren delen al hun verkregen informatie. Het aantal jeugdgroepen lijkt afgenomen en de kans dat op een jeugdgroep wordt gereageerd door het netwerk is zo’n 25 procent. De vrijheid bij het invullen van de groepsscan, de invloed van social media bij jeugdgroepen en de verplaatsing van jeugdgroepen naar andere steden zijn factoren die invloed hebben op deze reactiekans.

The quality of the approach of at-risk youth from problematic youth groups by the municipal network is researched. The research is conducted in municipality X. There’s been looked at different features: collaboration, content of the approach, influence of the shift in responsibility and the chance there will be an approach when the at-risk youth is observed. In this research, semi-structured interviews are conducted with six participants of three network organizations: the municipality, the police and ‘street coaches’. Also, three secondary resources are analyzed. Those resources were found online or obtained from the participants. This research shows that every four weeks there is a consultation between teams of different actors to maintain the collaboration. Since last year municipality X uses a new methodology to observe problematic youth groups and their characteristics: the ‘group scan’. After filling in the group scan, they talk about one of the youth groups in the consultation. After this the public prosecution, police and municipality will create an approach. In this approach, different measures will be taken: the group aimed-, person aimed- and area-aimed measure. The municipality has full responsibility over all juvenility including the youth groups. The network actors are aware of this shift in responsibility but the municipality isn’t always the main-observer. Not all the actors share the information they’ve gathered. It looks like the number of youth groups is decreased. The chance there will be an approach when at-risk youth is observed is 25 percent. The freedom of filling in the group scan, the influence of social media and the moving of youth groups to different cities are factors which have influence on this chance. | |
