This thesis aims to answer the question of: How does the political debate in the municipality of Amsterdam regarding the security-human rights nexus within its counter-radicalization policy influence the policy process? It does so by examining the municipality of Amsterdam's policy responses to radicalization and its discussion about security, human rights and the separation between church and state. This thesis gives insights into how a municipality develops policy in the light of a complex dilemma.
