Organizations like government, research facilities and the industry can, within limits, accelerate or decelerate the implementation of photovoltaic energy (PV). Reasons for accelerating PV can be pollution, rural area development, energy security etc. Using ‘functions of Innovation’ and ‘Multi-level perspective’ complications within an energy system can be identified that is in some way are hampering the development of PV. Once identified solutions can be given to fast-track the development of PV.
