dc.description.abstractThis research focuses on the development of Urban Agriculture within Western cities, in specific Vancouver and Rotterdam. Urban agriculture (UA) is an industry that produces, processes and markets food, fuel and other outputs, in a town, city or metropolis, on different types of publicly or privately held land throughout the intra and peri urban landscape. The first goal of this research is to establish a link between governance theory and UA. It does this by analysing a part of the literature debate on the term governance. After embedding UA in governance theory, a governance theory model to asses the administrative capacity of new types of governance provided by Nelissen is used, to compare the governments administrative capacities to implement UA in Rotterdam and Vancouver. The results of this study show that implementing UA happens within a governance policy framework. It also shows that when it comes to UA Vancouver has a greater administrative capacity, towards implementing UA, in Rotterdam the government has a smaller administrative capacity on UA.
